How WhatsApp billing works

You're charged per message, but the category and the conversation window decide whether a message is billable. Here's the short version.

All incoming messages are free. You only pay for the outgoing template messages you send — never for messages customers send you.

Template messages

Pre-approved messages you can send anytime (even outside a chat window). Categorized as:

  • Marketing — promotions, offers, announcements
  • Utility — order updates, alerts, reminders
  • Authentication — one-time passcodes
Non-template (free-form)

Free-form replies, categorized as Service. They can only be sent inside an open customer service window — and they're always free.

Customer Service Window (CSW)

A 24-hour window that opens every time a customer messages you. Inside it, free-form Service replies and Utility templates are free.

Free Entry Point (FEP) window

When a customer reaches you via a Click-to-WhatsApp ad or a Facebook Page button, a 72-hour free window opens — messages in it (including Marketing & Authentication) are free.

Businesses are responsible for the category assigned to their approved templates — using a template accepts the charges for that category. Full details in Meta's pricing documentation.

Rates are Meta's official WhatsApp Business Platform per-message prices (USD), effective April 1, 2026. Scope Wiser adds 0% markup — you pay Meta's rates directly. Service conversations are free. Countries not listed individually by Meta are billed at their regional "Rest of …" rate. Marketing & Authentication templates are free inside the 72-hour Free Entry Point window, and Utility & Service messages are free inside the 24-hour customer service window — so your real cost is often lower (see how billing works above).

WhatsApp pricing questions, answered

Templates are pre-approved messages you submit to Meta and use to start conversations — for example when a customer hasn't messaged you yet, or the 24-hour service window has closed. They fall into three categories: Marketing, Utility and Authentication. Every template send is billable, except Utility templates sent inside an open service window.

Marketing templates promote your business — offers, product launches, re-engagement and announcements. They're billed at the Marketing rate (which varies by country), unless they're sent inside a Free Entry Point window, where they're free.

Utility templates support a transaction the customer has opted into: order confirmations, shipping updates, payment reminders, appointment alerts. They're billed at the Utility rate outside the service window, and free inside an open 24-hour service window.

Authentication templates deliver one-time passcodes and verification codes. They're billed at the Authentication rate. Some countries also have a separate International Authentication rate.

In certain markets, Meta charges a higher International Authentication rate for OTPs delivered to a recipient in a different country than the business. Where it applies, the calculator shows it as its own line; elsewhere it's marked n/a.

Free-form messages are any non-template replies you send inside an open customer service window — typed answers, media and so on. They're categorized as Service and are always free.

Each time a customer messages you, a 24-hour window opens. Inside it you can send free-form Service replies and Utility templates for free. Once it closes, you can only reach the customer with a template — and Marketing, Authentication and Utility templates are all charged.
